What about Russia?
Russian Chanson and Leonards sound
I love Russian chanson. My favorite singer is Slava Mediyanek(that is probably misspelled). The first time I heard him I was surprised by how much his voice and music reminded me of Leonard Cohen's music from the 80's. I don't speak Russian but my husband does and tells me that Slava's lyrics are pretty funny and well written.

i am very interested in russia, have ben there once. i'd say, lc's music and poetry has much in common with the "russian soul", doesn't it? always dark, somber, sorrowful...
i once met a russian boy staying in germany for a practice who had brought his guitar and sang beautifully to it. he should have played lc songs, but he didn't know them.

i'm a big fan of the great three: visocky, okudzhava and galich, and have even started to learn Russian to understand their poetry.
i can now, with a great help of a dictionary, translate most songs well enough to enjoy them (when i have them written down, not by mere sound - and yes, i did learn chirilic letters to be able to do so).
i also like Russian classics in literature.
don't like Jesenjin, however. don't realy know why, but i'm not much into him.

I admire Bulat Okudjava most of all. His songs are so wise, warm and human...
I love his songs Little Blue Baloon, or Paper Soldier.
I often think of his Song About Long Journey , he sings
that we should mixed the fire in our souls with the fire of pine wood...
this image is deep in me...
Vysocki I don´t like so much, he was too wild for me, too loud...
Generally Russians have sensitive soul, sadness in heart, but sometimes are too much pathetic for my taste.

Bulat Okudjava probably is the best one performers from older ones. I'm not much in fond of Vysotsky.
But there's also Boris Grebenshchikov (BG) and his band "Aquarium". BG also did a couple of english albums but they are much more worse than his worst album in russian.
Try to listen to some of my favourites:

Perhaps, I’d be better to not write what I think of ourselves
… but, Bruna, it’s so true that we may be too pathetic. And are inclined to fall into dramatizing at times. It’s different for different people, of course, but judging upon some of us and upon myself, first of all, I’d say, “Oh, YES!”
…
I’m pleased to see that almost all my favourite singers/songwriters were mentioned here. Didn’t anyone hear Alexander Dolsky? I love his songs of 80-s - beautiful and wise lyrics, excellent guitar, calm and “transparent” music… He has many pointed satirical items, as well, but they’re not so good, in my opinion.
