"Pass that by me one more time" is a colloquial way of saying, "Please repeat that again," "please say that again" ~ the idea being that in order for her heart to really get the 'message,' her heart needs for her ears to hear it more than once. Maybe, then, it'll really sink in ~ and her heart will know for sure. It has to do with verbal repetition of something loving, rather than repetition of various means of loving touch.
