It's by a London-based band called Absentee, who are one of the few bands that have come to my attention in 2008 I consider worth watching. Their recent album is terrific.

This cover version is apparently taken from a multi-artist tribute to Jeff Buckley! The story goes that Absentee's singer didn't want to do anything featuring Buckley's vocal gymnastics so they went for doing a version of his signature Cohen song instead.
