To whom do I write requesting permission to record a Leonard Cohen song?

This is for a small-circulation CD. Will pay royalty.

The song is "If It Be Your Will." It's for a small spiritual community.

First port of call should be the management company and then the recording company. They will either hold the rights or be able to direct you to the person who does.
