I'm wondering if my thinking that this is an interesting way of expressing a dismal state of mind is accurate. It seems like a kind of 'giving up' in the romantic realm. It could also be societal commentary.

With Ilang signing off "Peace", it seems like a social comment on the way history repeats itself.

You're right, Margaret. It's that, crystal clear. From 1999 through to 2004. Yes, I like the poem, too. I also like the way she reenforces the idea of repetition within the structure of the poem itself.
