By deciding to not let us off the hook, I heard him saying in a coy way, that he is grateful for our fandom, our attachment, and doesn't want to lose it.
Then, why is Leonard scowling?

It's kind of in keeping with his humility to paint himself unflatteringly as a grouchy old curmudegeon who won't forgive anyone. We have to laugh and vow not to be like that ever, right?

It's probably really obvious, but can you direct me to the "scowling" that started all this off?? I haven't quite worked out my way around here yet.

As I've read the interps of what it could mean, it seems to me that yours is far more in tune with Leonard's essence, Lightning. I've felt from the beginning that this is right:
his humility to paint himself unflatteringly
...and I also feel it's in keeping.

Also consider that he stated "It has been decided" instead of "I have decided." Then, who decided? The Sanhedrin? God? Some mysterious unnamed authority? Is he saying he feels we are to be held accountable and punished or rewarded for all our actions, (Old Testament), and not forgiven everything (New Testament and its derivatives including psychoanaysis). That means him too. He's not forgiven. He's not let off the hook. No wonder he looks so grouchy and unpleasant.
