Oh geez.......I just saw where you 'heard' it! In the bloody song! I just passed right by it, when I read the song, and now can't get it to make sense with either of their definitions, either! Would they be like rubber boots [hip boots, that in Michigan we called "waders"] for mucking around in deep water? The bright side? ~ Geez-oh-Pete, Makera ~ for all I know, you may be right, and all of us wrong, in the context that it's used! It may be some colloquialistic use of the word [from wherever it's written] indicating a part of the vehicle. If it were written in Tennessee, I'd put money on that hilarious image you've provided . I honestly don't think it's the long, rubber boots with pants, held up by suspenders, but heck, who knows. Wish we could locate the person[s] who wrote it and ask. Maybe Coco is right, though, with the radials. If the brakes didn't work, maybe he'd have to lock them up [in which case the tires would 'drag'] just to get the vehicle to stop ? That state you're living in is growing. I've just moved in .

Your "waders" (self-explanatory) were not actually the 'boots' I was thinking of. Now I can't, for the life of me, remember what you call the bloody things here! Those rubber (vinyl) boots that pull on, but don't come higher than your calf/just below the knee. (The English call 'em 'Wellington Boots', Wellies)

Since I found this posted on an old website of Christmas joke songs etc., who knows who, or where, the original author was who composed it.
