No, he is not! The article you linked was not a "real" list of candidates, it was just a light-hearted joke, a "wishlist" if you will, posted after asking random people who they would like to see as the new archbishop -- Leonard Cohen could just as easily have been inlcuded in the list. I doubt if Mr. Cave has the required qualifications to be the Archibishop of Canterbury (his not being a Bishop nor British...).
